Subject: Crazy truck steering

Got a 99 international 9200.
Drove it in the shop and put a tilt steering column on it. I move the wheel just a little bit with the truck off before switching columns otherwise did not touch anything from the firewall to the steering gear.

When I fired it up the power steering wanted to fight me and if you let go of the wheel it will turn by itself all the way to left or right lock. You can Armstrong it back but if you let go it'll go off one way or the other.

Any ideas? Has to be a valve in the steering gear somewhere? I took the hammer and tapped on it in various spots with no luck running and not running.
