A couple of things
1) as I have many times he should have ended the tariffs
2) Anybody that knows squat about tariffs, understands that 90% of the damage of tariffs stays even after the tariffs are removed, simply the country that is the receiver of the tariff penalties finds a new source of product when they retaliate and stays with that source until some action reverses their action.
