Sunflower 9433 drill...tires rubbing

Subject: Sunflower 9433 drill...tires rubbing

I have a 9433 40ft drill, for as long as I can remember the outside metering tires, not sure if that the right term, have rubbed on the frame. What causes that and how do I fix it? I have tried adding spacers to the main lift cylinders and can't get the double disks down deep enough in the ground them. Doesn't really bother much other than it breaks a axle shaft on a terrace occasionally because the down pressure spring is almost always compressed fully. Thoughts?
