Bob’s dad and partner are looking for cheap labor.
It’s a bit of a mystery about who the partner is.
If it’s a sibling maybe Bobs Dad thinks that it would be more efficient if they worked together.
If you take on a partner then you are also taking on their crazy ex wife, drug addicted kids etc.
Offer to take over part of it, buy Dad’s part out then dissolve any partnership.
