A slight rebuttal, if you look at economic impact, it isn't the large corporations that are the best for America. It is actually the small to medium sized business that are the drivers of the economy.

So many large corporations manufacture their product outside the US as a cost saving mechanism. They won't bring it back on US Soil without being forced (i.e. not capitalism). Small and medium sized businesses typically start up with on shore manufacturing during their growth stage and maintain it for some time.

Still your point stands. Unrealized capital gains is not the way to go. It will start high and work lower. If they want to stop the transfer of wealth without taxation, they need to change tax sheltering laws. We have estate tax for a reason, but there are plenty of loopholes.

A better plan would be to use our existing tax revenue better.

But that won't happen anytime soon.
