We have trade deals with those countries. Manufacturers are leaving mainland China in droves.

Very simple. When the importing entity tells the seller in the tariffed country to drop the price or they will find another supplier. This is exactly what happened to the tariffed product I use. China is not the only country that makes this product, and with a tariff added to the normal price, consumers would likely change brands. So among other things, the Chinese supplier ate some profit to keep their product competitively priced in the US market. This is not speculation, this is what actually happened. Other products might have a completely different change in pricing structure, or no change at all.
