The original VW settlement charging network was Electrify America. They were poor and I think there was a purpose in that unreliable chargers would slow EV adoption and benefit VW. It worked for a while but now it seems the EA chargers are of a new design and are much more reliable. EA just did a new install at the Town Pump gas station/casino just off I94 in Miles City, MT. I haven't used it because it's more of a hassle to use and pay than the simple plug cable in and charge when using the Tesla chargers. EA is also about 20% more expensive / Kwh. 
I'm at a loss to figure out why they decided to put a charger in Miles City. A charger in Forsythe, MT would make more sense because it would split some of the distance between chargers between MC and Billings. 
VW appears to be a much troubled company lately, so their decision shouldn't surprise me.
