I think it is almost impossible to police fraud if a producer has enough acres and a home scale. It shocked me once I heard a neighboring farm qualified when every field had all time high yields. This field looked great!
There is a reason that public disclosure of disbursements has been beaten down. Some agents might get a great kick back.
I know nothing about the referenced situation, but
bad people are going to be bad people whether they have a home scale or lots of acres. I think being successful and practicing insurance fraud have nothing to do with each other.
