Just to be clear, the state legislature had passed a new law (SB201) to regulate pipelines, including carbon ones, and enough petitions were signed to put SB201 on the ballot. Voters could then reject SB201 or allow it. The voters rejected it so laws remain the same as before SB201 was passed.
I am not really sure if that helps or hurts the Summit pipeline effort...
