if congress could be discipled (tall order, i know) but when zelensky asks for $100 billion, say "we`ll only give you $90 billion and extra goes in the US social security lockbox", that could solve the ss problem without congress having to address it directly.

all the military industrial hardware spending requests also would be subject to a across the board haircut to replenish the lockbox. but, congress would have to discern if the beggars would get wise and just ask for an extra ten. if congress wants a face saving method (excuse) to clamp down on spending, that could be an out for them.
