Rent should be based on what the land can bring in through profit. If farmers are making less money than they will bid less.

If inflation is driving up the price of rental homes nation wide but in in a particular area there are no employment opportunities and little other reason for anyone to move there than good luck trying to raise rent and claim inflation justifies a higher price.

Sometimes inflation can be significant but a particular good or commodity can go down in price from market forces.
