You should be able to save it as Fertilizing (Dry) or liquid when importing shape files. That would give you the rate when you make the map from the start. 

Or just leave what you have, do the rate map option, and right click on the map and go to edit layer options. Hit save at the bottom and pick the 2nd and 4th options. Now your generic map will show up with the rate first every time

Raven files are not fun to do in general.
