NW Missouri | If you are adding any new endorsements for the first time, then the ELDT applies. It doesn't matter when your original CDL was issued.
Take Hazmat for example. If you had it in the past before ELDT started, then let it lapse because you didn't need it or didn't want to mess with the bs, and now you need to add it again. If you can prove you've had it in the past, then that should exempt you from ELDT. If you're getting it for the first time, you're gonna have to do ELDT.
I didn't need a CDL when I got one, but I thought I should go ahead and get it before the ELDT stuff started. While I was at it, I went ahead and got every endorsement. All it took was a 5 min test for all of them except hazmat and passenger/school bus. I did the hazmat stuff, and now if I drop it, I can add it back easily down the road if I need it. I did the passenger/school bus thing at the insistence of my wife, who is on the school board. In 3 years, I've spent more time in the school-mandated annual refresher trainings than I have driving a school bus...
