Something like you describe I would imagine full throttle and driving slow would be better, have to keep the turtle momentum up, once it starts to slow down its gonna plug, has to blast that crap out the back with speed is my thoughts, the only way to keep the cutter bar clean is to keep it moving so fast the crop cant wrap on it.

Only crop I can slow down rpm is in clean, gopher free alfalfa, cuts like a hot knife but any grass, short or tall, its wound for sound!
