Insurance was canceled because the elected leadership of Cal enacted pricing rules limiting premiums and demanding coverages. Insurers did a risk assessment and decided the risk vs reward was not favorable.
I feel terrible for many people in Cal. I have a niece who had to evacuate and probably lost her home (apt).
But as long as they keep voting the way they do, I see no reason the rest of the US should bail them out.
