Sec of Ag or the administration he was in(could be different private views) wanted to break up estates or make the passing on expensive enough that some land would need to be sold to cover taxes.
With this plan the idea was keep more land ownership changing every generation and maybe keep the price down.
His dad disagreed with that. His dad wanted to protect his hard work and investment for his heirs.
