I believe an insurance company would only pay an depreciated value for tools in a shop. They will probably insist on paying a used value for a used tool and I doubt seriously if having replacement value on the policy will help. I had a glass claim in 2013 on a tractor windshield and the insurance only paid a percentage of replacement cost because it wasn't a new glass.
