PT, my apologies….after reading your response I take the part back about accusing Quebec of having a well educated population….
Money flows from areas that have a higher tax revenue to areas that cannot support the same level of service because they have a lower tax revenue. I'm not sure how else you can interpret my comment. Just like how Toronto (GTA) subsidize the rest of Ontario on a per capita basis (or Montreal in Quebec, or California, or New York, or ... in the USA).
Every year, the Canada Revenue Agency (CRA) puts out the "Individual Tax Statistics by Area (ITSA)" report and I assume the USA has something equivalent.
