The blue cables are ethernet cables and the black cables are ethernet.  I'm guessing the old owner had an ethernet patch panel in there and cut the ends off when he moved and left you with the mess.  If you desire hard wired ethernet/network in your house you could put new ends on the cables and trace them throughout the house. Personally, I'd stuff them back in the wall and get a good wireless router.  The Starlink cable is most likely also a standard ethernet cable with a weatherproof terminal.  Does it go outside or to the roof?
