There was a starlink system.

Googled starlink cable and looks like
Gen 3 cable


The big fat telephone looking (8pin wire) is used in having a wired home for internet connections. I believe in the past it was a faster connection for computers compared to wireless. And the wireless connection may not reach every room, so it was common to wire up a home for computer connections. 99% of laptops and desktops and modems and switches have a "fat 8 pin jack" where you connect a double ended cable Plug to connect "from-to" computer to jack to router.
Most, but not all people just opt to go wireless these days.

The black wires connected to the "splitter" are cable tv wires. Someone went to a lot of trouble to put Cable tv, computer-blue (which also can be used for wired phone) all together. The lone green wire is ground.

Think of your electric panel, this is sort of a Low Voltage area where you make those type connections.
