Have you inspected the pump housing carefully? These split case pumps often have a rotation direction indicator cast on the housing somewhere.
Induction motors (the type used to power irrigation pumps and most other agricultural loads) should turn within pretty close of the nameplate rated horsepower, So I doubt that pump speed changing is your problem, especially if it is with the amperage specification.
The issue almost certainly has to be related to air in the line or some other pumping efficiency issue. 6 – 7’ is a significant distance to raise water with suction. I would feel strongly that air is entering the suction side of the pump. Does the impeller shaft seal with packing rings or a mechanical seal? Have you inspected this seal carefully? A small amount of air entering the suction side of this system could make a big difference with your lift requirements (6-7’)
